Edit Rpt File Without Crystal

I was using VS 2013 before and does not have any issues creating and editing Crystal Report files (.rpt). However, when I started using the VS 2017, I can no longer add a new Crystal Report file and when I try to edit existing files, it just opens up in Hex format. Then, when I try to right click and open with, it does not show the selection for the Crystal Reports Editor. I have already tried the following:1. Uninstall all programs and features for Crystal Report.2.

Installed CRforVS13024.exe with Run as Administrator Access3. Extracted files from the CRforVS13024.exe then run the setup.exe with Run As Administrator.All of these methods did not fix the issue so I am at a loss currently.
